### Why owners corporations get an OH&S report

No Victorian law says an owners corporation must commission an OH&S report on a fixed cycle. But the duties behind one are real, and they apply to almost every building.

- **Your common property is a workplace.** Every time a cleaner, gardener or contractor works there.
- **If you control it, the duty is yours.** You don't need to employ anyone to be deemed liable.
- **You're judged on what you ought to know.** Not having looked doesn't help.
- **Residents are covered too.** One Victorian OC paid almost $600,000 after deferring a repair it knew about where a resident (not a worker) was injured.

**Reporting a hazard isn't controlling it.** A NSW owners corporation reported a damaged gate and followed up. It was still fined $225,000 when the gate killed a worker.

## What is a Building Health and Safety Inspection?

It's the dated, independent record that shows you looked. Our inspector walks your common property and works through a 79-point checklist across 12 categories, from fire and electrical hazards to falls, asbestos and vehicle impact. 

It's a visual, non-invasive inspection. Where something needs a roofer, engineer or asbestos assessor, the report says so.

## Frequently Asked Questions

- ### Is an OH&S report a legal requirement for owners corporations?
  
  Not on a fixed cycle. No Victorian law requires an OC to commission a third-party OH&S report. The duty is to keep common property safe so far as is reasonably practicable, and a dated, independent inspection is the clearest evidence you've done that. It doesn't replace your Essential Safety Measures obligations.
- ### How often should we get one?
  
  Annually, at the very least. Buildings change between visits, and anything you deferred needs someone to check it was closed out. One inspection is a snapshot. A yearly cadence is a system.
- ### Can the committee do it themselves?
  
  Yes. The law doesn't require an external assessor, and for small, simple buildings our free [OH&S Toolkit](https://www.focusbrc.com.au/ohs-toolkit?hsLang=en-au) has a checklist, register and rating guide. Bring someone in when there's plant, roof access, asbestos or mixed use, or when the record needs to stand up to an insurer, a regulator or a court.
- ### How does it help with insurance renewals?
  
  It gives your insurer or broker a clear, independent picture of your building's actual risks, so they're not relying on broad market assumptions. It can strengthen your position at renewal, but it can't guarantee a lower premium.
- ### How is this different from a standard OH&S report?
  
  It's written for building owners and owners corporations rather than workplaces, and it focuses on the risks that matter to committees and insurers. Book it alongside your ESM audit and it also includes an independently verified ESM status section.
- ### Is it an engineering or structural assessment?
  
  No. It's a visual, non-invasive inspection. If we find something that needs a specialist, such as a roofer, engineer or asbestos assessor, the report says so.
